History/Data

In 1867, Phoenix was settled as an agricultural community near the confluence of the Salt and Gila Rivers. It was officially incorporated as a city in 1881 and became the capital of Arizona Territory in 1889. In addition, Phoenix is in the northeastern reaches of the Sonoran Desert, featuring a warm desert climate.

Mental Health in Phoenix

With a population of approximately 6.7 million people, 4.6% of adults in Arizona (with stats from SAMHSA) experience severe mental health conditions like schizophrenia, bipolar disorder, and major depression. 

Only 40.3% of adults who experience mental illness in Arizona receive treatment from either public or private providers (according to SAMHSA). The other 59.7% receive no mental health treatment whatsoever. 

Arizona ranks nearly last in the country for available mental health care providers and access to mental health care. This issue has worsened during the pandemic since many more people, young adults and children, have been experiencing more anxiety than usual. 

According to a 2021 State of Mental Health in America report, youth ages 11 to 17 have been more likely than other age groups to experience moderate to severe anxiety and depression. The report also found that 60% of youth with depression received no mental health treatment.

Mental Health America ranked Arizona #42 out of 51 states (including Washington, DC) for having access to mental health care. In addition, SAMHSA reported that only 40% of people in Arizona with mental health conditions would end up getting treatment for their issues. In 2015, Arizona was ranked second-worst in America; however, there have been some signs of betterment since then. Due to the resolution of Arnold v. Sarn in 2014, Arizona will continue to enhance its mental health system.

Who Is Eligible for Any Public Mental Health Services in Arizona?

Much of Arizona’s mental health funding comes from Medicaid. Arizona agreed to Medicaid expansion under a waiver that permits anyone with an income of up to 138% of the federal poverty level to qualify for its services. However, state policy requires people who don’t have a disability to work or volunteer 80 hours per month to receive Medicaid.

To qualify for non-Medicaid public mental health programs and services in Arizona, a person needs to have a severe mental illness (SMI). Similar to other states, Arizona defines a serious mental illness as a mental health disorder that impairs a person’s functioning in everyday life. For example, these can include poor nutrition and hygiene to difficulty keeping employment. Arizona includes a relatively wide range of diagnoses as SMI. More specifically, diagnoses include: 

  • Schizophrenia and other disorders with psychotic features 
  • Eating disorders
  • Personality disorders like borderline, narcissistic, avoidant, and others
  • Mood disorders like bipolar disorder, major depressive disorder, and others
  • Anxiety disorders like panic disorder, generalized anxiety disorder, social anxiety, and others

In other words, people don’t necessarily need a history of suicide attempts, psychotic episodes, or hospitalization to qualify. For example, if someone has lost their job due to the previously mentioned disorders, they could be eligible for SMI services.
