Dr. Ellie Zara Ley is a Plastic and Reconstructive Surgeon, Board Certified by The American Board of Plastic Surgery. She left private practice to join the office of Dr. Toby Meltzer in December of 2015. She has had extensive training and has a true passion for working with the community; performing a wide variety of Gender Affirming Surgeries in both Scottsdale, AZ and Portland, OR.
She graduated from Universidad Autonoma de Guadalajara and New York Medical College. Residency in General Surgery at the University of Arizona.
Fellowships:
• Craniofacial/Pediatric surgery at Primary Children’s Medical Center in Salt Lake
• Hand and Microsurgery at the University of Southern California
• Plastic and Reconstructive Surgery at the University of Utah
Licensed and in good standing with AZ, CA, and OR Medical Boards. Published in multiple journals on reconstruction surgical care in transgender youths. She is tri-lingual in Spanish, Cantonese (conversational) and English.

Dr. Toby Meltzer is a Plastic and Reconstructive Surgeon, Board Certified by The American Board of Plastic Surgery. Dr. Meltzer began performing Gender Affirming Surgeries at OHSU in 1990. He started private practice in 1996 in Portland, OR. In 2003 he relocated his practice to Scottsdale, AZ. He currently operates in both Portland, Oregon and Scottsdale, AZ and has privileges at Honor Health in Scottsdale, AZ and Legacy Good Samaritan in Portland, OR. He performs approximately 200 gender cases per year, including but not limited to: genital reconstruction, facial feminization, breast augmentation, chest surgery, repairs/revisions, and body contouring.
Licensed and in good standing with AZ, CA, and OR Medical Boards. Published in multiple journals on reconstruction surgical care in transgender youths. Active and participating member of WPATH.

Dr. Nick Esmonde is a Plastic and Reconstructive Surgeon who joined The Meltzer Clinic in 2020. He has since obtained extensive fellowship training from Dr. Toby Meltzer and Dr. Ellie Zara Ley in all aspects of gender surgery, including facial surgery, aesthetic surgery, chest and body surgery, and reconstructive genital surgery (e.g., vaginoplasty, phalloplasty, and metoidioplasty). He is now an Associate Surgeon for the Portland, Oregon branch of the Meltzer Clinic. Dr. Esmonde has a long-standing interest in gender surgery and transgender health. He received a Masters in Public Health from Oregon Health & Science University where he also completed his Plastic & Reconstructive Surgery residency in 2020. During his residency he received extensive training in gender surgery, as one of the few university plastic surgery programs in the country offering gender surgery training. He also worked closely with allied healthcare professionals within the OHSU Transgender Health Program, and found tremendous joy in serving the Portland transgender community in this collaborative environment. He has conducted and published original research on surgical outcomes, patient-centered care, and financial analyses to promote better quality and access to care for transgender patients. He has presented his research at national and international meetings with a focus on transgender health and also serves as a scientific reviewer for plastic surgery research journals. He is one of a few surgeons in the country that has had training both during residency and fellowship in gender surgery.
